流域治污規(guī)劃的和合目標論文摘要
摘要:我國的流域污染治理效果不理想的多年實踐,表明我國多部門具有涉水管理權限,跨行政區(qū)界河又涉及多區(qū)域利益,跨部門、跨區(qū)域的諸多利益沖突匯聚于流域.需要跨越行政區(qū)界、部門權界的合力.本文列舉淮河治污缺失工業(yè)、建設、水利合力的經(jīng)驗教訓,闡述了流域治污的和諧愿景,以<渤海環(huán)境保護總體規(guī)劃>體現(xiàn)合力的`3個突破點為立論,論述中國流域水污染防治規(guī)劃通過先行建立4項制度、解決6項關鍵技術、明確流域治污兩級首長負責制,彰顯流域治污規(guī)劃的和合目標,才有科學發(fā)展的前景.
Abstract:In China different departments have the authority to manage water resource, resulting in failure for many years of river basin pollution control. Contradictions among different departments and districts in a river basin has been aggregated and regional benefit for all districts are involved in basin pollution control. So unsuccessful practice of watershed water pollution control demonstrates that the resultant force of trans-district and trans-department water management is essential. In this paper, Huai River basin is taken as an example to demonstrate that it is the lack of resultant force from industry, construction and water conservancy which has resulted in failure of water pollution control. Coordinated and integrated watershed management is described. Based on three breakthroughs embodying resultant force of the Bohai Sea, overall environmental protection planning, coordinated and integrated watershed management objective is presented. Only by constructing four systems, solving six key techniques, and clarifying two-level captain responsibility system can watershed pollution control be implemented successfully in China.
